  • Ensure that County Commissioners DO NOT extend the 381 Agreement with Carpenter and Associates, and better yet to terminate the Agreement when the developer does not meet specific performance.

  • Send letters to the Ft. Worth U.S. Army Corps of Engineers pointing out false statements in the CTA permit request.

  • Your vote counts! Elections are just around the corner. Learn more about the candidates for County Commissioner in your precinct and their stance on the CTA. Contact those Commissioners and tell them that you think the CTA is a bunch of Rubbish. Because, well, it is.

Developers in Central Texas are planning to construct a private, general aviation airport and industrial park on the banks of the environmentally sensitive Colorado river at the intersection of FM 969 and FM 1704.

Environmental Impact - An airport on the banks of the Colorado River is a bad idea on a plethora of different levels. It will threaten wildlife habitat and opportunities to enjoy the area’s natural amenities including kayaking and canoeing, fishing, hiking, biking, bird watching, and star gazing. Airports contribute heavily to air and ground pollution. 7000 feet of runway is a LOT of concrete and aircraft operational fluid and fuel runoff will be heavy and will ultimately end up in the river. Local businesses like the Hyatt Resort and parks like McKinney Roughs that provide a peaceful, natural experience for guests will be negatively impacted. If water is life, then the Colorado is most certainly the livelihood for thousands of people as it is the predominant source of drinking water for large populations downstream.

Public Safety - The current siting of the development is not only a poor choice on an environmental level, but also raises a red flag in regards to public safety. The crossroads for the development are FM 969 and FM 1704, two narrow farm to market roads with little more than a center stripe running between them and no shoulder whatsoever. Routing thousands of extra cars and trucks through such an area with ill suited infrastructure will increase motor vehicle accidents and reduce safety for residents who already commute along these roads. In addition, siting the airport next to such a bird rich habitat will increase the possibility of bird strikes and crashes. The FAA provides guidance for the development of new airports and expanding existing airports. Their guidance specifically recommends new airports NOT be placed near bird habitats. The Colorado River is a major migratory bird route. The recent water landing of US Airways Flight 1549 was a result of the plane striking a flock of geese shortly after takeoff. As the overwhelming number of plane crashes occur during takeoff and landing this is a legitimate concern for area residents.

Propery Rights - An airport brings along with it certain zoning restrictions set forth by the Federal Aviation Administration and local government code. An airport compatibility zone (ACZ) is created and as a result those home and property owners within the compatibility zone are subject to a number of negative impacts from the airport including noise, certain zoning restrictions, and falling home values. The Central Texas Airport ACZ will include some 22,000 acres and those living within that area could be adversely affected. Per the Airport Compatibility Guidelines as set forth by the Texas Department of Transportation, "Residential development is most sensitive to airport operations and is nearly always an incompatible land use if located close to an airport. Land uses where people congregate such as schools, churches, theaters, and hospitals also may be incompatible."

Economic Impact - Bastrop County Commissioners have agreed to refund in the form of a grant the amount equal to 75% of the taxes generated by this development back to the developer. Bastrop County is one of the fastest growing counties in Texas. We don’t need to offer this kind of economic incentive to developers. And when we do, it should be for the kind of development outlined in the document Opportunity Bastrop that was drafted by the citizens of Bastrop County at the request of the Commissioners Court. Our Commissioners need to heed their own plan for developing Bastrop County in a way that preserves our quality of life and supports our natural assets. False promises of unrealistic job numbers is the oldest tool in a corporate land developers play book. The developers of the Central Texas Airport are most certainly no exception. And there is no shortage of competition from other airports in the area. Can Bastrop County really afford the price tag to clean up a failed development of this scope?
